Herb Spirer

Herbert F. Spirer, Ph.D., has been a Consultant in Statistical Science to HRDAG for over ten years. He is Adjunct Professor of International Affairs at Columbia University, where he teaches a graduate course in the documentation of human rights violations. He is Professor Emeritus of Operations and Information Management and former director of the Stamford MBA Program at the University of Connecticut.

Dr. Spirer has served as a statistical consultant to the United Nations' International Tribunals on the Former Yugoslavia and Rwanda, to Human Rights Watch and other NGOs on data analysis, and as Chair of the American Statistical Association Committee on Scientific Freedom and Human Rights. He was elected a Fellow of the American Statistical Association, and member of the International Statistical Association in recognition of his achievements in applying statistics to human rights. He holds a Bachelor of Engineering Physics degree from Cornell University, and M.S. and Ph.D. degrees in Operations Research from New York University.
