Ghana
The Ghanaian National Reconciliation Commission (NRC)
is a state-sponsored institution with a mandate to investigate human
rights abuses in Ghana between 1957 and 1993. Following independence
in 1957, Ghana has suffered both military and democratic rules marked
by a wide-range of human rights abuses. The NRC has a mandate to
address civil and political rights violations, including killings,
beatings, detentions, tortures, politically motivated dismissals
and violations of property rights.
HRDAG field consultant Richard Conibere spent four
months in late 2002 assisting the NRC to develop their coding system
and to customize
Analyzer for use in source management, including the tracking of
cases scheduled for public hearing and the monitoring of cases
under investigation and those rejected as false or outside of the
Commission's
mandate. In subsequent phases, Analyzer has also been used to provide
statistics to test the strategic questions of the NRC, including
questions such as 'When did disappearances begin?' and 'What locations
were used to imprison detainees?'
While this project is not currently funded, HRDAG is
dedicated to providing minimal support to the NRC to aid them in
their work. Additional
funding would provide for descriptive analysis and complex statistical
research thereby significantly adding to the Commission's final
report.
