Afghanistan

As a newly emerging democracy, Afghanistan must cope with "the legacy of the repressive authorities, armed groups and individuals." The Afghanistan Independent Human Rights Commission (AIHRC)seeks to confront past human rights abuses through analysis of past human rights abuses in order to create a more just and democratic future. In May of 2003, Management Systems International (a USAID for-profit subcontractor) sought help from the HRDAG group to advise them on an appropriate information management strategy and technology for monitoring human rights.

Rafe Kaplan, a senior software engineer with HRDAG, travelled twice to Afghanistan to advise and teach the AIHRC staff about standard database practices and data model design. Martus, another Benetech project, will be used to safely store complaints of human rights violations received by field offices around the country. The Commission will develop its own software for a case management database.
